Getting started / first time running

I have already looked through a lot of posts on here, but I coulnd't find a perfect solution.

I am not really a coding beginner or anything, but I am pretty new to git and github and in a lot of places I'm kinda overwelmed.

Basically I'm just asking a pretty simple thing (I hope, this doesn't sound too stupid): How do I get the DLS to run. How can I first run it on my machine? I am not talking about editing or expanding any code. I just want to start it. Is Unity necesarry? I downloaded everything, but the .exe file can't be opened because of unsafety issues marked by Windows.

Maybe I am overlooking the obvious, but I just can not run not. Please help

MS-Windows gives a warning about executables downloaded from the Internet - which could be risky, which could contain malware etc.
If you trust this repo and its maintainer(s) you could tell MS-Windows to trust and start it.
Of course, if your Virus/malware scanner gives a note about something suspicious, then you better don't confirm.
