PSv2: Integrate with the incomplete job monitoring

Summary

#1025 introduces periodic checks for incomplete jobs. Once that is merged we need to test and verify the behavior with the asynchronous pipelines.

Claude says: Implemented across #987, #1227, and #1244 (all merged): the periodic jobs_health_check emits NATS consumer state for running async jobs into the job log, and the lost-image reconciler marks stranded images failed so the job can finalize.
