Interface unable to connect to RASA server.

In the tutorial https://medium.com/rasa-blog/how-to-build-a-voice-assistant-with-open-source-rasa-and-mozilla-tools-c05c4ec698c6 , I have executed all the steps exactly till the end. Nothing shows any errors.

The tutorial says : If you refresh the Rasa voice interface in your browser, you should see that an assistant is ready to talk.

However when I refresh my browser, the bouncing ball keeps on bouncing. No interface appears with the start button.

I get the following error:
GET http://localhost:5005/socket.io/?EIO=3&transport=polling&t=OD0q1p_ 404 (Not Found)

Can anyone please help me?
