This PR updates the ROCm installation URLs in the RHEL 8/9 workflow from version 7.1.0 (build 70100) to version 7.1.1 (build 70101), ensuring the CI pipeline uses the currently available public release since version 7.1.0 is no longer hosted.
- Updated amdgpu-install package URLs for both RHEL 8.10 and RHEL 9.4
- Changed version numbers from 7.1.70100 to 7.1.1.70101 in package filenames

Motivation
Previously using 7.1.0 which is no longer latest and not hosted on site anymore. Upgrading to 7.1.1 since it is now public release, good for testing.
