Ten-VAD

I'm not sure whether this new VAD can be applied.

Recently, I found a new VAD called Ten-Vad (https://huggingface.co/TEN-framework/ten-vad).

From the description on the page, it seems to perform better than Silero VAD. If it could be a new VAD option, I'd be willing to test it.

Yes, it's better than Silero, btw, ~3x slower than Silero_v6_fw.

At the moment only in the Pro version.

It will receive updates, but it will lag behind the Pro version by about a month.
New features will be added, but not advanced and experimental ones.
