Description
Infantry and aircraft (is it really necessary?) will directly use the tunneling method to move, regardless of distance, and ignore "AllowBurrowing=no". Phobos (DevBuild#44) disrupts the way infantry moves underground, and if enabled, it will cause EIP

Infantry with Locomotor=Tunnel can act normally, or move like vehicles with Locomotor=Tunnel
