Comments within a appeal cool down. #486

Description
Make it so there is a cool down for appeals.
Like only allowing 2 comments every 10mins from 1 person. But the time resets if a staff replies. But no more then 6 comments before a staff member replies
I am sorry if I formatted this wrong. This is my 1st issue.
