Showdown - not converting quoted text correctly

I added some text from a data provider (see the Denver Water Section) and when converted to HTML in the Poudre Basin Information website (see the Municipal Water Providers Boundaries information), it shows up as follows. I looked at the file with vim -b and it looks like a normal quote. Need to look at the HTML that comes out of Showdown and see what is going on. It might be a Showdown bug that needs reported.
