This is a partial re-open of issue #62.
As noted in issue #62, the target IP address cannot currently be changed while the system is running. This also applies, I believe, to the port numbers. In closing that issue, it was decided not to try to relax this restriction.
It's still confusing that there are settings that can be changed but which do not take effect until Interlocutor is restarted. As a minimum, there ought to be an on-screen warning near each setting that cannot be applied. Something like "Requires restart."
I think it would be justified to disable the "Apply Changes" button when there are changes that cannot actually be applied. If we do that, we'd also want to put a notice near the disabled button about why it's not possible to Apply Changes right now.
