Update Avalonia framework #38
Description
The last time Avalonia dependencies were bumped, was to 0.10.18 in 2d12d3b (2023). 0.10.22 seems to be the last release in the 0.10.x line, but ideally we'd jump to the latest release, 11.3.0 (yes, without the leading 0.).
(I don't have a full C# toolchain on my machine, or I'd have done and tested this locally. Wanted to flag it all the same.)
