Tibetan text in PDF partially non-selectable

Description
Tibetan glyphs correctly in PDF viewers, but selecting and copying any text returns an empty string. A prior attempt to fix this using pdf-cmap-fix-gshape did not resolve the issue.
Problems stemming from how InDesign/Ghostscript handled the Monlam Unicode Tibetan font:
Problem 1 — No ToUnicode CMap on any Tibetan font (critical)
Problem 2 — 504 unique font subsets for one typeface (structural)
Problem 3 — Misleading Japanese CMap name in font identifiers
