CR0001: Setup Sherab with latest Openedx version.

User Story:

As a system administrator,
I want to upgrade the Sherab e-learning platform from Open edX v16 to the latest stable Open edX release,
so that our platform remains secure, supported, and benefits from recent features and improvements.

Acceptance Criteria:

• A new Open edX instance with the latest stable release is successfully set up.
• Existing Sherab data (courses, users, and content) is migrated smoothly without data loss.
• The upgraded platform has been tested thoroughly and confirmed to run without issues.
• Documentation is updated to reflect changes in deployment procedures.
• The platform is successfully deployed to production.
• I want our junior developer to prepare a documentation on how the setup has been done.
