Configuration file consistency plugins vs. plugin

We call configuration file package "plugin" like org.opennms.plugin.elasticsearch.rest.forwarder.cfg. The configuration file here is called "plugins" as in org.opennms.plugins.tss.cortex.cfg. Took me some time to find an error because of it :)
