Context
In cases where a user clicks on a picker UI, there might be no items to choose from, or there might be an item missing that the user wanted to pick. Currently, we show a "Add X" in the bottom of a scrollable list. While this is useful, it's not that accessible and discoverable being at the end of the list.
Goal
This design aims to find all of the places we currently use a similar pattern and align it to a new pattern that can be used in different situations and add support for multiple actions.
