Move ZHA out of Core and into an app.

A working prototype already exists but needs to be finalized.

Write automatic migration to HA app for HAOS users. Manual steps for Docker users.

• ZHA is moved out of Core and into a new HA app
• Migration path to new HA app

That's interesting. Instead of ZHA, we could have some kind of pluggable interface, so ZHA and Zigbee2MQTT, my personal choice, could have similar support.
