Add: OE Family Steering Committee

We do have information on the OEO steering committee on the website. We do not have information about the OE Family Steering Committee on the website. As this latter steering Committee is dedicated to the overall tools I think it has an overarching character and it would be helpful to show that it exists and who is in it. This may also be strategically relevant, as it spans persons from different institutions, including nfdi4energy, so that we can demonstrate that the OEF is in a continuous process of being developed further with oversight from several instances that can find synergies and connect relevant activites.

Thus I suggest to add a page. If agreed we can draft a text.
