Server refuses to shut down #1856
Description
We have multiple reports that shutting down the server will sometimes fail, or take hours to complete. These reports are all from OSX users, though it's not clearly limited to that OS.
I can't replicate as I don't have OSX and haven't seen this on Linux, but some dev team members have seen this themselves.
Issue #1384 may have been prematurely closed and could be a lead here.
