Look into reason for slow performance on Dawn

@jagoosw has gotten the code base to run with OneAPI on Dawn, but it was really slow. What is causing the issue?

I think the slowness isn't OceanBioME and probably not even Oceananigans specifici

Thanks @jagoosw. It would be useful to know where the slowdown is coming from, so I think that profiling would be useful, but if it is indeed a low level operation (fft, communication, etc.) then this will certainly be beyond the scope of our early work.
