[Bug] Project creation wizard only creates UTM project for southern hemisphere

Describe the bug

The wizard to create a Project only creates southern hemisphere project with the custom CRS option and UTM projections.

To reproduce

1. Open Project creation wizard
2. Select the 'custom CRS' option
3. Select utm for the projection
4. Select "No" for the Southern Hemisphere? question (the default)
5. Select wgs84 for the datum
6. Look at the info for the CRS to use. It always goes to southern hemisphere. No way to create a northern hemisphere utm projection.
