as you can see, the english translation for notice type 19 does not mention "defence" at all, but the german translation does.

The correct translation in my opinion would be something like:

Konzessionsbekanntmachung - Konzessionsrichtlinie, Standardregelung

This is a bug in the SDK translation and should be corrected. The proposed German translation is correct as it complies with the translation in the eForms amendment table 1: https://eur-lex.europa.eu/legal-content/DE/TXT/PDF/?uri=OJ:L_202302884
