Order of fields and groups in GR-Lot-ProcurementDocuments and GR-Part-ProcurementDocuments

The fields in the DocsOfficialLanguage and DocsNonOfficialLanguage groups are dependent on BT-14, but are positioned above BT-14 in the Notice Type Definitions.

This means that the fields only appear after BT-14 has been completed and above the BT. It would be much more convenient for data entry staff if the groups were positioned below the BT.

indeed we can improve this by moving those fields under BT-14. This will be done for SDK 1.15.
