Dear TED Team, BT-27 is explained as “The estimated value of the procurement procedure or lot, over its whole duration, including options and renewals.” Article 32(5) of Directive 2014/24/EU stipulates that the negotiated procedure without prior publication may be used for new works or services consisting of the repetition of similar works or services […] Once the first project is put out to tender, contracting authorities shall indicate the possibility of using such a procedure and […] shall take into account the total estimated cost of the subsequent works or services. Question: Since, in the case of the negotiated procedure referred to in the Directive, the contracting authority is required to include the value of the planned repetition in the estimated contract value, in which BT field should such a future repetition be indicated when publishing the procurement notice — BT-58, BT-53, or BT-94? According to the explanations of the BT fields, BT-94 Recurrence seems to be the most appropriate; however, the explanation of BT-27 specifies that the estimated contract value includes only Options (BT-53) and Renewals (BT-58), not Recurrence (BT-94). These are pertinent questions but they don't depnd on the SDK. Could you create the issue in the eForms group at https://code.europa.eu/eproc/eforms/crs/-/issues ?
This would also allow the Commussion and other Member States to contribute their opinion and experience about how best to capture the different amounts that make up the contract value.
