QoS LAN upload/download speeds are inverted

Steps to reproduce

• Configure QoS (qosify) on the LAN interface of NethSecurity, with different upload and download speed limits.
• Perform various tests on LAN (e.g. speedtest, regular device usage).

Expected behavior

QoS should correctly limit upload and download speeds on the LAN interface as configured. Download and upload speeds should match the configured values for bandwidth_up and bandwidth_down.

Actual behavior

When configuring QoS on the LAN interface:

• The values of download limit and upload limit are reversed.

Proposed solution

• When configuring something that is not a LAN, apply the values as is, otherwise swap them in the backend, but the frontend should keep these values in the same spots as now
