[BUG] license header check should be skipped in merge to main change #27
Description
Describe the bug
e.g. NVIDIA/spark-rapids-jni#2917 this pre_release change would cover all commit history,
in this case many files may not pass the check, so we should ignore the check when the merge to main situation cc @YanxuanLiu
