GPU not detected during build time

Working with several versions of nvidia/cida:11.x.x-devel-ubutnu20.04. I need the GPU specifically at build time since it is required to build a dependancy. nvidia-smi works just fine outside the container, and even within the container at runtime, but not during build time. 'Devel' containers are supposed to be used specifically for build time, so I am not sure what is the issue. Using DEFAULT_RUNTIME = NVIDIA at daemon.json, no help. Using Docker version 20.10.17

The settings in your daemon.json (like default-runtime) and the nvidia-container-toolkit configuration only apply to docker run. They do not affect the docker build process.

By default, docker build runs in a secure, sandboxed environment that cannot access host hardware like GPUs. To access the GPU at build time, you must use the BuildKit backend and explicitly request the GPU inside your Dockerfile.
