Wrong link in latest release notes #330

The release notes for v1.18.0 have a wrong link for Full Changelog: v1.17.0...v1.18.0
The previous release was v1.17.9, so there should be a link to v1.17.9...v1.18.0. The text of the release notes should also highlight only changes from the previous release v1.17.9, not from v1.17.0. There should be no real difference in fact, since #326 was included in the v1.17.9 release already.
