Move from NICo's otel collector to DPF's otel collector

Describe the bug.

When provisioning DPUs using DPF, NICo uses its own otel collector container. There is no need for this as DPF already deploys an OTEL collector. This opens the possibility for conflicts between the two services and duplicates the same functionality.

Migrate the NICo otel config and sidecars to use the existing otel container
