Precompiled driver for RHEL 9 without OPENSHIFT

Hi team, we want to implement RHEL 9  precompiled drivers without OpenShift. In [Doc](https://github.com/NVIDIA/gpu-driver-container/tree/main/rhel9/precompiled#precompiled-nvidia-gpu-driver-container-image-for-rhel-9x-rhcos-413), it says to mention the DTK version, which we don't have. Would someone be able to help? to build precompiled images for RHEL9.
