use cuco on windows

I am writing codes and try to use cuco. On linux, the same code can be compiled easily. But while compiling on windows by visual studio, there are many many errors.

We are in the process of migrating some cuCollections functionality to https://github.com/NVIDIA/cccl. As part of that process, adding Windows support will be one of the benefits.

It'd be helpful to know what functionality folks are interested in most to help us prioritize what we migrate.
