Feature Summary

Currently we don't have any tilt tests for CSP health monitor, and this doesn't inspire confidence for enablement in production. It is also unclear on what IAM roles are required by CSP and we need to guess based on log messages.

Problem/Use Case

Operators need to know that the core functionality of the CSP health monitor is tested in CI and they also need documentation on what IAM roles need to be enabled on their cloud accounts for the CSP health monitor to work

Proposed Solution

Add tests in tilt by adding a kind CSP provider.

Add docs in the docs folder documenting the IAM requirements.
