Wrong version of Python installed in Windows for 3.11-rc2

Description

The CI scripts have PYTHON_REQUIRED_VERSION: "3.12.2" and it appears that is the version used by EnergyPlus 25.2.0 as well. However, the OpenStudio-3.11.0-rc2+d7794add90-Windows package includes python314.dll instead of python312.dll

Current Behavior

The wrong version of the python dll is shipped with OpenStudio 3.11-rc2

Expected Behavior

Expected to find python312.dll

Steps to reproduce

1. Download https://github.com/NREL/OpenStudio/releases/download/v3.11.0-rc2/OpenStudio-3.11.0-rc2+d7794add90-Windows.tar.gz
2. Extract files
3. Inspect dll files in /bin
