"Fork" of Marlin?

Is this an "Official" Fork of Marlin? Wouldn't that be easier to keep track of changes to Marlin FW?

Why is it not an official fork? Wouldn't that make updates more timely and not break compatibility? For example there are a lot of bugs/glitches in the firmware but I can't compile it even with the given source code as it won't work with the screen (even if I don't change anything in the code). And too much has changed in the UI code to transfer it to a Vanilla Marlin and try adapting it from there. It just seems it would make more sense to use existing resources that adapt over time rather than reinventing the wheel constantly and risk breaking things and have users/customers wait forever for fixes.
