pkg_resources deprecation end of November

compliance_checker/suite.py is generating the UserWarning below:

pkg_resources is deprecated as an API. See https://setuptools.pypa.io/en/latest/pkg_resources.html. The pkg_resources package is slated for removal as early as 2025-11-30. Refrain from using this package or pin to Setuptools

If it is being deprecated end of November it would be good to implement an alternative.

Looks like we would need to update to [https://github.com/ioos/compliance-checker/releases/tag/v5.1.1](compliance-checker v5.1.1) (from v4.3.4).
