'Editor' sync option for members with higher permissions

In some workflows where multiple users who have higher permissions (Writer/Admin/Owner) are working on the same project using the QGIS plugin, there can be problems with syncs overwriting project changes such as new layers added, style changes or other changes that would be defined in the project QGZ file.

In these situations, it may help to give the user a couple of options:

1. If a user's sync would overwrite the project file, give the option to download and preview the project QGZ file from the server before applying changes so they can see how their sync might result in unintended changes
2. Give (Writer/Admin/Owner) users the option to sync with 'Editor' permissions for a specific project

The second option would also be useful for workspaces where users may be able to create projects on a workspace and are only intended to have admin roles on their own projects but are editing contributors to other projects.
