Cant generate 1.3 versioned debs

Following the README instructions to build 1.3 on for DEB-based OS's will actually build 1.2 versioned debs. I had to manually edit the [changelog](https://github.com/Mellanox/nv_peer_memory/blob/master/debian/changelog) to make the generated debs by `dpkg-buildpackage` be versioned as 1.3
