Add more third party PNs to sys_fandir_vs_pn

There is at least one more third party PN I have encountered that is missing in `sys_fandir_vs_pn` in `hw-management-helpers.sh`

Dell EMC OEM PN: `045-000-018-00` -> This is a `MTEF-FANF-A` 

The matching Dell OEM PSU PN  `071-000-203-01` is included.

Can `045-000-018-00` please be added to `sys_fandir_vs_pn` in `hw-management-helpers.sh`?
