Is it better to use spawner.json and spawn.json together, or to use spawner.json directly? Which has lower performance overhead, because my spawner.json has 2000 code

Everything you can test in spawner.json is better done there. But you can't do everything there so that's why spawn.json remains useful.
Btw your spawn.json can be optimized a HUGE deal.

For example, instead of having three rules to deny mobs from the spore mod you can do this:

    {
        "mod":"spore",
        "dimension":["minecraft:overworld", "minecraft:the_end", "minecraft:the_nether"],
        "mincount":0,
        "result":"deny"
    },

Same for all the rules that use mincount:6 for different mobs. Use one rule with a list of mobs instead.

That can make a big difference on performance
