doc: ini file parsing does not handle quotes

I tried following the documentation verbatim to setup ini file but noticed that values cannot be quoted as the docs currently have.

Suggest a potential alternative/fix

Update the docs to not have values being quoted or handle quotes within the ini parser logic.
