Bug: Using Static Predicates in a multiblock causes it to not form and not show up properly in the JEI preview.

Issue:
Whenever I use static predicates in the structure of a multiblock, the multiblock does not work and those blocks aren't shown in the preview. This also means that whenever I add new hatches I would have to manually make it work for every multiblock by copying the predicate over and over.

Expected result:
I should be able to use static predicates inside a multiblock instead of just builtin predicates.

Steps to reproduce:

1. Create a multiblock. Use static predicates for some part of the structure.
2. Restart the game.
3. Open the JEI preview and notice the missing blocks that used static predicates. Also, the multiblock cannot run recipes.

Also seemingly causes machine traits to break proxied traits in some ways
