Goal

First crates.io publication of synaptic-mesh as 0.3.0, plus tag v0.3.0 and a GitHub Release.

Blocked on

• Tag v0.1.0 exists (first history tag, not published)
• Packaging metadata issue dry-run is green (cargo publish --dry-run --locked)

What to do

• Annotated tag v0.3.0 matching Cargo.toml version = "0.3.0"
• GitHub Release notes from CHANGELOG [0.3.0]
• cargo publish
• Confirm https://crates.io/crates/synaptic-mesh and the docs.rs build

Acceptance criteria

• synaptic-mesh 0.3.0 is on crates.io
• docs.rs page builds
• GitHub Release v0.3.0 exists
• Spikenaut can pin synaptic-mesh = "0.3" (consumer issue is RM-159 child, not this repo)
