Web3j Besu support

Hi everyone, my company is using Web3j as a eth client to interact with Besu Hyperledger i am collecting Web3j releases for future update. Due to lack of explanation in release note, there is a update i am not sure about the impact by looking at file changes #2166, #1900
My concern is what does 'upgrade to besu 25.2.1' or 'Update to Besu 23.4.0' mean here, does it mean now Web3j can only work with Besu 25.2.1 or can work with Besu 25.2.1 and older version?
Can anyone please help me!
