WSL: ERROR: No matching distribution found for logging>=0.5.1.2

Using WSL, when running pip install -r requirements.txt, I get the error:

ERROR: Could not find a version that satisfies the requirement logging>=0.5.1.2 (from versions: 0.4.9.6) ERROR: No matching distribution found for logging>=0.5.1.2

We may not need to include it in requirements.txt?
