Multipath support not enabled in WSL

The current configuration of WSL does not support multipath (microsoft/wsl#10451). 

For this reason, Windows users on WSL cannot enable multipath in their network scenarios (unless they enable `hyper-v` as Docker engine). 

We are waiting for Microsoft to include multipath support in the WSL kernel.
