Reinstate testing of the model registry

This was temporarily disabled to smooth over rollout of the CategoricalArrays update JuliaAI/MLJ.jl#1172.

This set by the flag MLJ_TEST_REGISTRY in CI.yml file.

edit The suspension has been extended because of JuliaAI/MLJModelRegistryTools.jl#10.
