Do we need to be using webpack's url loader

Serena ran into issue where webpack url loader was bundling files larger than its default file size limit. She configured it to be ok with a larger file size, but there's a bigger question of why a url loader is being used in webpack, and what we want to do about large images that maybe shouldn't be bundled in a webpack bundle.
