feat: Make disconnected more convinient for the customer and make disconnected really disconnected.

Customer would like to run OCP install "really" disconnected. Following requirements popping up:

• Download all necessary files to a destination folder
  • This includes installation packages in case a mirror server / repository need to be installed.
  • Software to build a registry e.g. podman need to be installed / configured, too.
• New playbooks to handle all necessary steps

The existing mirror playbook have to many dependencies customer need to handle.
This RFE is to make the disconnected install much more consumable.

Additional thoughts:
First implementation will be on KVM.

Prereqs:

File Server (Download server) with FTP (HTTP) server installed on.The purpose of this server is to provide required SW (images, binaries, rpms, etc) for OpenShift
This should be configurable / customizable by user to include other software components (e.g. FDF, WXA4z, operators, etc)

Additional DNS entries necessary:
DNS entry:mirror-registry..<base_domain> bastion-IP

Possible steps :
SW to be downloaded to a server, usb stick, drive mounted, etc
Create / install a ftp server somewhere in the disconnected environment if not already available - Question is ... could the controller host act as a temporally ftp server to spinoff the bastion.
Create bastion and setup bastion including setup the mirror environment on the bastion.

Depends atually. In some envs, it may make sense to do this. In others, it wont. So we would need clarity on this.
Also, we would need to know if they want to host the rpms on the file server itself or if they want to allow use of satellites etc

One use case I got was that the user (customer, etc) don't want to do anything in addition. So what AOP need to handle is,

• how to get the necessary files
• where to host the files
• how to setup the mirror (and use it).

So we will get a control host and an usb stick or a storage device to store the data for later use.
But AOP should do the handling which is needed.
So this means that a temporary file server need to be placed on the control host or on a KVM server to boot up the bastion (in case of KVM). From the bastion we can than build the necessary mirror and host the files needed.
