Gracefully allow for a lack of numpy and pandas #148
Description
repgen5 (USACE-WaterManagement/repgen5#58 (comment)) is avoiding cwms-python partly due to the runtime dependency on numpy and pandas.
Looking at the Data object, it would not be difficult to do a try-important and gracefully not do anything regarding data frames for those usages that don't need it.
