Change Location lat/long to more generic geometry and move to own table

We have locations that cover regions and not just single x,y,z pionts.

Additionally having a spatial index on the table and thus views, makes some materialized view work difficult.


We should further normalize the locations tables to move the location data to it's own, and allow more flexiblity in how we define a given locations spatial data.
