As a Source Code Inventory contributor, I want to propose repository libraries so that I include all the repositories in that library in the Source Code Inventory.
Acceptance Criteria
When a repository library is proposed, the metadata for accessing the library is queued for adjudication by a Source Code Inventory manager.
