[Feature Request][AppFlux] Add config for conversion loss when storing FE

Default AE2 imposes a configurable percentage tax on moving FE via P2P tunnels as a method of balancing. It would be great if Applied Flux has a config to do the same. A config to reduce the imported amount of power by some percentage as an conversion / efficiency loss would be ideal to allow modpack creators to balance it as they need.
